Has anyone heard of a way to take a 2014R2 Published app and revert it back to managed, a managed app was deleted, and no backups were performed.

I might be possible but depends somewhat on what you are trying to recover.
Since it was a Managed application you might have all of your Industrial graphics symbols in your galaxy?
The published version does only contain the runtime versions of the symbols (.vedef files) and it is from my knowledge not possible to convert them back for development. but if the windows are referring to existing galaxy symbols you should be ok.
The Published version should contain your .WIN files, these, together with your ww_wdws.ndx should allow you to import the windows to a new application. (same as for your Scripts)
The problem is your tag database, if you do not have a fresh DB Dump available that you could import.
If the import fails to locate the tags it will modify the tag references, adding the prefix ?<datatype>:
You could try and copy the tagname.x file from your published folder and replace the one you have in your new application directory. this will 'recreate' your tag database and at least allow you to explore the content of this application.
Please note that the above steps are not an official supported way of recovery, you have to ensure that nothing is corrupt and that your new application works as expected.
The steps I describe are only a suggestion if all other things fail. And sometimes you just want to get time consuming content back to save hours
A last thing to try is also to search for your lost application name (directory) on your GRNode, sometimes it leaves some leftovers that could be better suited for recovery, if you have deployed the application, left it checked out, etc.
