Hi,
Yes, the interface remains in the product and is expected to work the same as with earlier versions. Utilities built with the IDEA toolkit for older InTouch versions are expected to also work with newer versions. I'm not quite sure where to access the toolkit though, I'll have to dig a bit deeper.
Today, we emphasize modern and open interfaces, such as the OPC UA Server for InTouch, as the preferred interface for runtime data exchance with external utilities. For new development, I recommend OPC UA and not the IDEA toolkit.
I agree that there is the best way forward to use OPC UA to access the tagdata,
But I have a copy of the media "Classic Toolkits" from May 2009
This includes InTouch711 Extensibility Toolkit based on the Rev.A-July_2003 package.
Here the is the InTouch Database External Access (IDEA) Toolkit available for install.
Reach out to me if you want me to provide a copy of the installation media.
But if you can run it without the FS2K Components I don't know, and if you are on a 64 Bit OS there are some heads up in this technote.

Apart from that I do not see that OPC UA covers the functionality of IDEA Toolkit but I got my answers nevertheless.
It won't be developed further and it might work anyway with newer systems / InTouch versions.
