Windows 10 is bit of a dangerous animal.
CitectSCADA offered with version v2015 SERVICEPACK 1 (7.50SP1) is our first Windows 10 compatibility.
Please be aware that nearly every 6 months Microsoft releases a complete NEW version of Windows 10.
you might have seen that last September version 1809 was released and immediately taken out of distribution to be re-released last week due to bugs. The version before 1803 did magic in Hardware handling resulting worldwide to have systems not seeing Sentinel dongles anymore. Microsoft pushes these complete new versions as "updates" around 2x per year but please watch out.
Windows 10 nowadays ( version 1809 ) is NOT compatible (TESTED!) for CitectSCADA v2015 SP1
In effect - should you now grab Windows 10 v1809 you'll have to wait for version v2019 of Citect ( Q1_2019 probably )
Please be aware and be very precise in tracing your current version of Windows 10 and then look sharply into our compatibility guides to find the right version of Citect and even more imporantly -> whilst running the PC; be cautious about those Windows "updates" !!!
So for version 7.40 no good news on Win10 I am sorry on that

As Rien said, while it isn't officially supported to run Citect SCADA v7.40 on Windows 10 operating system, it is possible and has been done by some customers. It just is a bit of a risk if you experience issues, we can't commit to resolving them. Please be aware that there is a compatibility issue between Windows 10 1803+ and the Rainbow Sentinel System Driver. It is recommended to upgrade this to the latest available version.
