I think this is possible, but makes sense of Costs - only if the project has a many big pages with animation points
Also - You can use Automation interface for Graphics
For simple project - use manual re-design

It is not possible to downgrade graphics file, since the format has changed. So this is not supported. The only direction is up!
There are however some things you could consider, depending on the time/energy you have. One option is the Graphics Builder Automation interface which allows you to open a page, read each property on each object. It could be possible to store this information, then recreate it in another version. It would require a fair amount of programming to get this working. I have seen some Excel and Access DB macros that do something similar. It would be interesting someone in the community has something they would be willing to share.
