This is the purpose of clusters. Activate the desired cluster and switch off the others. Refer to Cicode functions ClusterSwapActive, ClusteActivate and ClusterDeactivate
I assume you are talking about the Add Pen Dialog? No, it is not possible to seed, or restrict the Add pen dialog (without restricting the client itself as Peter suggested)
If you've got a LOT of time on your hands and it is a blocker requirement for you, you can go hard core and hide the built-in Add Pen dialog and implement your own "browser" (see 2018's Trend Pages). You can then design the experience you want.
