Сan't find OPC UA Wrapper in OFS 3.62

The OPC UA Wrapper was a sample application only, not production level code. It was decided to remove this from the OFS 3.62 version. You can still find it in previous versions, 3.61 and earlier.
The part number and serial number are indeed pre-filled during installation from the Citect umbrella installer. Hope that makes life easier for you. When it has these numbers, it automatically piggy backs off the Citect License, so you don't need to license OFS yourself.

Hey Aleksandr, happy to help. You don't need to uninstall OFS 3.62, just locate the MSI installer in the previous OFS 3.61 media (it is located in this folder: \OFS v3.61\redist\Schneider Electric\opcua_localdiscoveryserver\
There is a readme and setup.exe you can run. It should work just the same with OFS 3.62.

Is this OPC UA server licensed on the Citect dongle? Or is it a software licensed, where a activation procedure is required with internet connection?.

The OPC UA Server from Schneider Electric is not bundled with Citect SCADA, and so requires it's own license. This is typically done through license activation of entitlement via Schneider Electric License portal. You don't need to be connected to the Internet, it can be done via xml file (request, response file).
