The SBUS driver is included as part of Citect SCADA. It is not installed by default, but during the product installation, you can chose to install this driver.
You can also download a stand-alone installer from the Connectivity Hub (latest version SBUS_3.04.00.000_RELEASE):

This is a "free" driver.
