There isn't currently a MQTT client or server within Citect today. I think your best option today is to make use of "OI-MQTT OI Server" which is available for download from the AVEVA Product Hub. You can interface to the OI Server via Citect's OPC DA Client driver.
It might be worth requesting a native MQTT driver via the Citect Ideas website:
