It appears that the runtime RDB files are not matched with those at the design time, which often occurs after some underlying genies or templates are updated. You will have to run Pack Libraries and then Update Pages in Graphics Builder. Back up the project first.

The "large size" spoken of in the tech note is 2GB. If the project that the launch page and/or the page to be displayed is getting anywhere near that, create a new include project and move some of the pages in there.
