The interfaces available to read data from Plant SCADA IO Server are the following:

CTAPI - TagRead

OPC DA Server

OPC UA Server

DDE

ODBC

I recommend you post a suggestion to Plant SCADA Aha Ideas portal (https://plantscada.ideas.aha.io/ideas), requesting a restAPI.

Plant SCADA supports .Net DLL calls. You could build your own .Net Dll with RestAPI interfaces. Have a look at the discussions in another thread about Rest API. Hope it would help.
