When is a database device created ?

i am working on a NEW development project and have some *.dbf (dbase_dev) devices defined in the project.

General question as these database files are not being created in the chosen directory?

when are they created at startup of the runtime or when the device is called ?

    ISSUE SOLVED

    Cancel this request, it looks like a windows security issue, when i create the file in the [Data] directory it works, if i choose    C:\somedirectory\send_here     "example"     it does not create the DBF file (even though my log in is a local admin). possibly my IT dept restriction from 3rd party software I'm guessing
