Platforms and engines failing to open in systems platform 2023 P04 IDE

Hi I am currently facing the issue of platforms and engines failing to open in systems platform 2023 P04 IDE.
when trying to open the above mentioned the objects fail to open and the following error message populates the SMC: "mscorlib: Invalid class string (Exception from HRESULT: 0x800401F3 (CO_E_CLASSSTRING))".
Upon further investigation i found that this issue could be caused from missing NT Services, when checking which services should be installed i noticed that the "nt service\adphostsrv" Service was missing and i am unable to add it manually as the service for some reason is not installed on the computer.

is there any way of aquiring this service without having to do a complete uninstall of SP?

It seems no one here on the forum has succesfully dealt with this before. The Heroes forum is a communicty forum and if no one has experience with the same issue, you might not get timely support on here.
