What version of Citect are you using? Can you describe the error in more detail? Also check the syslog.dat file for more details about the error (in the Log folder).
The two things I see most frequently are if the key has expired (valid only on developer's keys) and toggling the parameter "Full License" in the setup wizard. "Full license" says that it forces the project to use a full license, but sometimes I see the opposite - where requiring a full license allows it to run.
Ok, I can see that you are using v7.50 SP1 Patch 6. Was this previously running or is it a new node setup? If CiUSafe can see the dongle (and it is valid for this node type, e.g. Full license) and runtime cannot see it, that would be strange, but not unheard of. It might be a good idea to grab the latest Update for 7.50 (Patch 38). Check if there are Sentinel System Driver updates available. Also check the citect.ini [Client] section. Maybe run the computer setup wizard again and make sure all settings are correct for your system. The error message from the syslog.dat will also help diagnose further.

It looks from the syslog that Sentinel is not returning any license.
But Floating License Manager (FLM) is returning a license, but not valid for the requested type to run. Can you confirm what license you have activated within FLM? You mentioned you can see license in CiUSafe, can you confirm this? Or did you mean you can see it in FLM?
Since you are running an IOServer, you require a FULL license on this node.
Can you confirm what setting you have for [Client]ComputerRole in your citect.ini?

Could you please try setting [Client]FullLicense=1 and see if that makes any difference.
Very strange that in your syslog.dat, the SentinelProvider couldn't return a license, but then the LMBrickProvider did return a license (even through FLM has no license activated).
Last things to check would be:
- Any updates to Sentinel System Installer Driver? Latest is 7.6.1 "Sentinel System Driver Installer.exe" https://cpl.thalesgroup.com/software-monetization/sentinel-drivers You could try install latest version.
- Install Update 38, since there might be some fixes for licensing in this update.
- Any error messages within Windows Event log related to Citect or Sentinel?
If still no luck, I'd recommend reaching out to AVEVA Support to diagnose this issue further.
there was a anywhere USB software installed that was causing 2 instances of SafeNet USB SuperPro/UltraPro present in Universal Serial Bus Controller -> Device Manager. Uninstalled this software but still same issue. End up reinstalling CitectScada, now its working.

I have never had any trouble with Anywhere/USB, but I have expected it many times.
2 instances of Safenet should never happen.
I can tell you I am not qualified to diagnose it past this.
