What would prevent 2023 R2 to install if I previously uninstalled 2014 R2 SP1 form the same machine. Total removal technote was followed

I uninstalled 2014 R2 SP1 from a View Client PC to install 2023 R2. The installation said I had to remove the previous installation.
I also followed the technote in manually uninstall 2014 R2 SP1, but that didn't help.
2023 R2 is still requesting to remove the prior installation.

Is there something specific that 2023 R2 is looking at to be removed before it would proceed to install

The OS is Windows 10

    What components does the installer detect? (if any)

    This prompt is normally what you see if you try to install 2023 R2 on a server with 2014 R2 installed, (It is only upgradable from version 2017 and up).

    There might also be some additional issues with the SQL Server installed, 2014 Installs SQL Server 2008, and 2023 R2 will require 2016 and up, but it should install SQL Server Express 2022 if none is detected, but I don't know if they can co-exist. Did you also remove SQL Server 2008?

    How did you initially uninstall 2014, using the main installer, selecting remove, or did you uninstall component for component using Windows App & Features? 

    2014 Also includes Wonderware Information Server that is not available in 2023 R2, still should be the cause of the issue but it might be some remains of this component as well.
